South's 3H jumpshift is made to show a lot of points and doesn't promise a 4 card suit.
North has such weak Hearts anyways that they bid 3NT to deny both Hearts and Spades. West leads the QD, and there is no hope for 3NT when East has the Ace.

Once again opener's jumpshift shows points but not a suit so again North retreats to 3 NT. South dislikes the idea of NoTrump with a singleton, especially since they may have forced partner into it without Diamond stoppers. So South decides 4S is a better try.

"BIDDING TROUBLES"

The QD is led, covered by the King and East wins the Ace and returns a Diamond.

Declarer counts their tricks: 5 Spades, 2 Clubs and 1 Heart. 1 more Heart can be set up by force if the suit breaks 3-2, but this still adds up to only 9 tricks. Back to the drawing board.

Opener's jumpshift promises points but only a 3 card suit. When North retreats to 3NT, South bids 4H to show they have 4 of them. North can now Pass an 8 card fit.
